Prime Minister Mark Carney at Davos: Canada’s New Era of Strategic Alliances

Over the years, I have not hesitated to be critical of Canada’s security posture—especially our reluctance to fully step up against transnational criminality, narco-terrorism and the spectrum of hybrid threats that are already shaping our cities, our borders and our democracy. I have repeatedly argued that Canada needed to move from a reactive, fragmented approach to a genuine national strategy that understands criminal networks, hostile states, proxies and digital ecosystems as part of the same threat matrix. In recent years, however, Canada has begun to implement a number of programs and policy shifts that—if pursued with seriousness and consistency—may finally begin to close that gap. I sincerely hope they do.
